DW 5000 is the the best quality/price in my opinion, but I'm sure its equivalent to its tama and pearl counterparts.
Pacific is gonna be the best thing in your price range, but again, that's my DW bias talking.
Drum hardware doesn't really vary much in quality from brand to brand. What you see is what you get for the most part. More money usually just means heavier weight/duty.

I have a Gibraltar stand that is sturdy, and also pretty lightweight and low profile. Think it was like $75

What size tom? Most any will do for a 13", but if you're going to 12" I would get an adjustable basket stand like the Pearl S2000. Pricey but you can find pretty good deals used if you hunt around. They're incredible stands and would probably be the best for getting the exact angle you want as easily as possible.

i've been using a snare stand for rack tom for a few years now. not that anything will do, but just about anything should. i have a 14" tom on really lightweight dw 6000 series stand and have never had an issue.
the pdp ones from gc for like $55 will do the job just fine. or the slightly more expensive tama roadpro series is cool too

Personally, I use the Pearl S1000s for a 14" snare and 12" tom.

If you hit hard don't use a snare stand for your tom, find a way to mount it to a tom stand. The narrow leg stance of a snare stand elevated up to the height needed for a tom makes it very unstable, especially if you have it tilted to make it easier to hit. I've been there done that....
Wish I had seen this thread earlier, I've got a couple of each stand you need just sitting around collecting dust that I would love to get out of my storage area.
