Basically generic musical software plugins. Any music editing, creating or recording software worth it's salt should be able to run them and they can be either synths themselves or just effects, but will not run as standalone programs only with something like Cubase or Protools

Okay, when making computer music you usuakky use something called a DAW, or, Digital Audio Workstation. They allow you to record music and add effects to it and much more all digitally on your computer. They have programs that you can use with your DAW called VSTs, or Virtual Studio Technology, these are usually effects or synthesizers that you can tweak in the DAW, you can also play the synth vsts with a MIDI keyboard, but you can usually use just your computers keyboard.
For you to play a C64 synth emulator on your computer, you first need a DAW, and then a c64 vst.

Thank you. So now where do I get the DAW and VST?
(This whole 'using the computer is thing' is VERY new to me. I'm al analogue...so thanks in advance.)

There are many DAWa available, but you have to pay for the better ones. Search for a torrent of a program called Ableton Live.
As for VSTs:

I made this using some of those vsts.

Can you use VSTs with Garageband? I've been wondering that for a while... and been too lazy to pursue further...

General guide is VST for PCs, AU (Audio Units) for Mac. There's ways of using VST's on Mac OSX, I just haven't done it right yet.

I use (the demo of) Audiomulch for processing with VSTs/using VST effects in "real-ish time" (LATENCY, Y'ALL), and it suits me just fine... I should get a crack fr that shizz.
Never tried to load a synth (or any non-effect VST) in it, but I'm sure you could... I usually just use a crack of FL for synths (you can use the text keyboard in that too). :/
PS: Tweakbench makes awesome VSTs! I love the Tapeworm synth, and all the NES-emulating ones.

Cycling 74 makes some superior plugins - Hippno and Pluggo - they cost.. but make some crazy noises.
