Haven't heard this song in a minute, good stuff. To me it sounds like a smooth & dark dirt pedal + some echo + a subtle vibrato on the neck pickup.
Maybe try a Pharaoh with no clipping diodes? Or some sort of overdrive, iunno about that shit though haha.

Sounds like a Rams Head Muff, going to a delay, but I would also say he's using some sort of treadle style phaser

where you can control the phasing with your foot instead of having it cycle and oscillate.

It's got a vaguely Gilmour-esque feel to it, so yeah, lower-gain muff + echo, which is probably 90% of Gilmour's guitar parts.
