what's the tiniest, thinnest sounding bass drum I can get without it being some jerryrigged snare/tom thing?

What kind of sound does a small kick give compared to a bigger one?

You could also take a 16" floor tom and convert it into a small bass drum. Trick makes a conversion setup, as do others.
You could also look into something like a Sonor Jungle Kit.
