I am moving into a new apartment and our practice space is trash and ruining our gear.

Is there a plausible way to have an all "in ear" monitored practice. Each person just brings their headphones we plug up, mix it and play...silently?

Yea this would be for drum less or electric kit. We have a mixer, but how would we get sound into 4 headphones

Use headphones from the speaker out perhaps of each channel and place some device between the mixer and headphones to avoid deafness?

I have used this with a band and it works great. You realy need good headphones though.

I can just imagine using the jam hub and someone hitting a fuzz pedal on, having everyone jump cuz it blasted their ears off

I think it probably takes effects as well as anything else directly taking effects.

Do you think we would need to use modelers or preamps with it?

It doesn't really seem like it, especially if you're gonna be using pedals.
