First port of call would be to test the switches for continuity (look up the procedure on google) to check if they're broken, i'd guess they just got old and are.
You might have luck with some kind of contact spray as a temporaryish measure, otherwise you'll have to find replacements if it turns out it is just the switches.
After that i'd have to look at the schematic.

Agreed^ the switches have likely just gone out...the rest of the circuit works fine, yea?

Yeah the circuit seems to be working. The slow function works fine. I'm gonna poke around the switch and see what happens, Thanks guys. I'll report back

this works perfect for testing
http://www.mcmelectronics.com/product/21-350you just jumper the contacts the switches would connect to. if it works, then its the switch. I would love to work on this thing if you can't get it sorted. its not about the money. I just always wanted to try the maestor PS-1 or PS-1A
