help me build my board from the ground up

starting over my entire board, with the exception of an Algal Bloom and a Boss Tu-3. i'm looking to play a little bit of everything from indie/alternative to post rock. Let's try and keep this affordable, no Klon's or other bullshit like that. also, i'm playing into a vox ac-15

Sounds to me likes you're set, algal bloom and TU-3?? Yes please
If you must add more to it, I would say an RRR for sure, and a delay you like. I play alot of Indie/progressive and I love the modulation/oscillation I get out of my Digilog, with the second switch it has. I find that my bloom can get any fuzz sound I like, plus a killer overdrive tone as well, so if you are looking to save money I wouldn't look at any other fuzzes or OD's until you get whatever else it is your wanting.

That's a nice selection.
You can also look for Dr. Scientist The Elements, FuzzHugger(fx) AB-Synth 5k, Fairfield Circuitry 4Eyes and a delay... maybe DMB Lunar Echo (analog) of Empress Superdelay (digital). The BEZFX Street Sweeper is also a must have (for me).

You've got a nice flexible fuzz/overdrive. I'd add a delay and if your amp doesn't have it a basic reverb and a trem if you are into trem. Anything else can start to get indulgent. Lots of pedals can seem cool but too often they are just a distraction from making music. Right now all I am using is a tube overdrive that has pretty wide gain range, DL4, and amp trem and reverb. I've gone through a shitload of different pedals and realized I didn't need them for the most part.
Don't get caught up in chasing some ideal or flipping lots of pedals and spending lots of money. There are an abundance of pedals that are inexpensive and will do the job well. I'll also say I think a decent guitar and amp is a better investment than pedals. The foundation needs to be strong.

If you're playing post-rock type stuff, you need yourself a good looping delay, plus perhaps a second one with a tap tempo. Reverb (Probably a Reverberator), your fuzz is set, if you felt like it, I'd throw in a phaser or something along those lines.

loopr +1, a reverb with a decent trail length, a delay, and possibly an overdrive in front of or right after the reverb. That should really do it for post-rock, not too bad at all. For indie you've already got the fuzz covered!

Yeah Prolly this. Maybe some kind of modulation. You do have a decent reverb and trem on the amp.
Maybe get a memory boy or something in that line that would fit your budget. Doubles as modulation.
I don't know two about them, but maybe you should look at a treble booster. Those are supposed to run well through a vox.

Treble booster for sure, or at least some kinda clean boost and yeah, as others have said, a nice OD like a singing tree or a ss/bs Fuck or whatever OD sounds good to you. I think boost+OD+fuzz gives you the ability to get any range of dirt tones you may desire.
Delay is essential for post rock, I recommend the Ehx smmh, though I know the Dl4 and akai headrush get a lot of love around here too. I think verb is pretty important too.
Other than that its up to you whether or not you like/need any modulation, wah, additional fuzz, etc.

Really depends what you want to do, but I'd say definitely at least one delay. If you need tap tempo/looping, SMMwH and DL4 are nice, but if you just want a delay that sounds really good I love the EQD Disaster Transport, Carbon Copy and 616. Modulation depends on what you want, for chorus I'd say go Cosmichorus or Sea Machine unless you just want something simple, then maybe a small clone? Phasers, Faye Sing is incredible, Small Stones sound nice but are limited, Whetstone looks nice too.
Maybe an octave pedal like a Micro POG or even a full POG/POG2 if you want more options?
Feedback looper? Chk Chk Booms are super cheap and really fun, just an easy way to add loads more weird sounds to whatever pedals you already have. Or build your own because it's really easy.

+1 then add an Akai Headrush and a filter to run after that AB. Also, expression ppedal for that Memory Boy

Headrush or El Cap, and maybe a Malekko Lofi 616 for good measure, a trem that's capable of hard chop, a Rat, and some modulation that floats your boat -- phasing probably is the ILF zeitgeist these days. Reverb, I dunno, I use a Magic Stomp and really old rack stuff.

A DM-2, plus a looper/digital delay of your choice.
Earthquaker Devices Ghost Echo (Or Ghost disaster if you can swing it)
And get yourself a nice od to compliment the algal bloom.
I'm go for something like a fuck, or maybe a V1 Danelectro TOD.
