that hint of ring mod may actually be simply from the fact that that file footage is from some form of VHS tape.
Often old tapes have tracking issues that effect the audio. Just a theory~Def worth deducing!

Perhaps it's avery very fast tremelo, like the EHX Pulsar, in an almost stutter setting. It sounds cool.

Yea, pretty similar, or some sort of vibrato. Sounds a lot like a ring mod too.
