Looks like a germanium transistor normally would, tall and silver similar to an ac128.

That looks like house numbering. Measure hFe and leakage, then you can find a circuit to use it in.

If it says Holland it's probably from Phillips For the rest I am newbie

A lot of stuff was made in Holland and relabeled for different manufacturers. Definitely a house numbered general purpose germanium. Treat as such and test/measure
