Obviously,

At 1:23 he is asking someone off stage to adjust the EQ levels or something.

The dude is the back is a guitar tech for him and looks like he is making sure Yngwie's other guitar is in tune before giving it to him if asked, I guess in case he breaks a string while playing.

Yeah, seems since his Unleash The Fury album and tour that he's sported those long sideburns.
