I've always wanted to do a group like this. I have a hard time finding people willing to just improvise a set, though.
Really cool idea, man. You could probably rent out some art houses or community art centers for stuff like that. There's always a few in a decent sized city (I mean, even Plattsburgh [pop 20k] had one).
I'd definitely suggest just asking around at odd places that might be open to the idea (small businesses that seem "hip" enough to be down for it). If you get the right permits (depending on your province/state/city laws) you could probably do a show (or a few) like this and actually be able to complete a set.
