Thanks for the info, Lordgalvar and Friendship. I will probably pick up a noise gate at some point and plan to inquire about an internal trimmer.
The Gonkulator oscillation noise is more audible with higher gain and frequencies, though still present at lower frequencies and with the gain knob at 0. I use isolated DC power and quality cables, am currently powering the Gonkulator with a battery, and experienced the same problem with the pedal isolated. The noise is faint for the most part, but stil annoying.

Carrier bleed is independent of power supply, what you are hearing is a slight mis-match in the level of in two signals that would otherwise cancel each other out completely. Your power rails will have zero bearing on this feature.
This claims to be a Gonkulator schematic:
It does depict a couple trims near the MC1496 that you can twiddle, but since they probably trim out carrier as best they can at the factory other settings might just make things worse.

Honestly I think a deluxe ring modulator might be my best actual gear purchase. I want magic in a box.. XX size with hella options.. And the more it sounds like a cartoon robot gargling gravel the better.

I have 2 ring mods on my board right now. A ZVex Ringtone and the RM in the Pladask FORM. Both sound pretty cool. The Ringtone has some carrier bleed though, som that one might lose its place on the board to a ZVex Lofi Loop Junky.

It sounded like a way more accessible ring mod to me. Not even really ring moddy more envelope filtery. I've come to enjoy the short comings of a ring modulator though. I'm sure there are a variety of applications as the people from pigtronix are engineering masterminds but I like my ring mods to be 1. Bell like klingz and klangz 2. More dissonant than Polish composers 3. Wyk'id foook'in acid m8.
EDIT: Now that I'm thinking about it...the perfect ring mod for the title of this thread
