The sound stays the same no matter where the volume is.

If it's a floating ground, could it be in the amp?

Yes, we're inside the amp the amp now.

You've just ruled out exterior gear and wires, and signal path in the preamp.

Sounds like dried power filtering or improperly biased output (if it's drawing too hard on the PSU the effective filtering goes down), my guess is PSU electrolytics need a refresh, go with low esr (equivalent series resistance) to minimize the amount of internal/self produced heat in normal operation, the hotter they run the shorter they work.

Incidently, you can use a cleaning brush for .22 range to clean out instrument jacks (sometimes the pre out/amp in loop jacks will cause you grief if they are never used), just make sure it's new or oil free. (is probably not going to solve your complaint here).

Well I did open it up. All grounds are in place. I used my nose to try and detect perhaps a burnt component, but nothing.

I'll try the brush.

Also worth noting that I turned the volume all the way down as well as all boosts and it still had the same noise.

If you're caps are discharged, you can back off every single screw a half turn, then tighten them back down a half plus nudge, followed by unplugging & replugging cables, but it's just busy work. Floating ground usually occurs in the preamp/before. Your volume test results make that a less likely concern.

SOOOOOOOOOOOO! I figured it out, well not really but I figured out that it's the amp. SON OF A BITCH!! I went Guitar Center. Real quick, I've been taking Kratom for my herniated discs in my neck, yea not a good idea to go shopping after taking that shit. Anyway, I tried several amps. A Markbass (sounded like butthole btw), tried a Peavey amp (which sounded fucking great but it had that same noise like crazy), tried a few ampegs, they sounded kind of artificial to my ears, then tried a guitar amp for shits and giggles. I didn't even bother moving it to a bass cab because I'm a dick. :)

I ended up purchasing a Orange Crush Pro 120 for 15% off. Not the best deal, but pretty good. It sound pretty fucking sweet! I'm not absolutely in love with it, but it's still kind of great. It has reverb and a dirty channel on it, so I'm fucking happy as shit with that.

Got it home, plugged it in, not a damn peep. Plugged my bass in and it does have some noise but it's from my basses output. So I'm happy now.

I'll get my GK fixed, keep that. Get my Mesa fixed, sell that. I'm done with Mesa. They treated me like I'm a jerk off and I'm done. Love the tone, but I don't give a fuck.

So even though I ended up spending money I didn't want to, I'm content for now.

No clue!

What's odd is the Orange amp did the same kind of shit on my 4x10 for like 10 minutes then went dead silent and works fine.

I may return the orange. It seems to be clipping pretty hard with my bass, which is annoying.
