I think I'm safe in saying both Tidal Waveforms phasers can go slow AF.
As for the suboctave thing...there's so much going on (and about to happen), I can't even. But I will say, this is relevant to my interests.

Not sure if Tom forgot about the announcement but I think it might be a while before it gets to production and isn't even named yet.

Well I just got a nearly $3000 repair bill for my car so looks like I'll be forced to wait anyway
That said, I'm hoping for a crazy 8-stage phaser with tons of options or something along those lines. Definitely keeping a spot on my board open for some Tidal modulation.
