As a noun, a boutique is a small business that sells expensive things. Seems pretty basic to figure out the meaning of the adjective to me. 
Michael Norris' SoundMagic Spectral has some cool stuff in it that I've enjoyed playing around with. For instance a lot of "vintage" effects either run on a fucking 9v or have some dumb power cord permanently affixed to it. That shit is archaic. 9v's ought to be a thing of the past and those supplies aren't even properly rated. LOL. Fuck all that noise.
Plus people like to charge a premium for "this has vintage mojo". Give me a break. You fucking muff or tubescreamer is not unique or better sounding because it's old. It's out of date and should be put in a bin somewhere.
This is how I feel at least. I respect the old stuff for being innovative at the time, but I'm one of those people that believe digital is the future.

I used a HM2 as my only dirt box for over 10 years back when you couldn't give them away. Dialing in the basic sound is relatively easy on the #3 or #4 setting, and it goes well, well, well beyond Swedish chainsaw.
