Depends on what the maker budgeted and asked for.
Typically solid versus generic cheap stuff.
Same as how the VM Squiers generally qre decent PUs.

What I have experienced as well, Still have a duncan designed rail PU in my main strat (taken out of the middle spot on a 3HB LTD M from the 90s I think
Sounds great, have looked at other pU but have no reason to change

Unless they're fundamentally broken (stupid low output, intolerable noise) or dead, I don't replace pickups. I either keep a guitar on its merits, or don't.
Usually I've replaced with whatever was in an instrument when I had it (not always OEM, since people before me may have changed 'em).

That makes a ton of sense, I like messing with pickups on guitars, I am now convinced that most of the fussing I do with gear an average person cannot hear at all
