OK. so I will just let that one sit and find something elso to do with it. Nonetheless the circuit has a bug somewhere and I don't know how to find it.

So you think it's the electros?
I have bought a couple of ICs to try in this including a 308, so at least that one should work.

C3 is the only one that really has to be electrolytic, as it's a power supply filtering cap between +9v and ground. The others can stay. Check to make sure all your trace cuts are actually breaking the flow of current.

Alright, I have drilled holes in the board for the cuts, but I have only checked them once. Maybe it's that. I will just check the whole thing over the weekend.
Any other hints what to look out for? Common mistakes?

You mean a 308, really nothing special anyway just 'mojo' I found the NE5534 to be nice in the circuit, any Single Op-Amp will work fine though.

Run a blade inbetween the tracks incase of solder hairs, re-flow joints with solder to check they're good and that none are dull, make sure your bypass wiring is correct.
Failing that, buy a DMM, build an Audio Probe and -
