I'm not sure there is a way to fix it which can be achieved until things start to go very wrong.

This is true. Voyager just had vastly fewer lame episodes than Next Gen or DS9. Next Gen is the character show, Voyager is the plot show, and DS9 is a quirky blend of the two.
