When I peeled back the black foam a bit from the interior of my DOD 250 RI, there appeared to be a big, germanium tranny protruding from the center of the board.

Dunno man, people seem to be sure it's silicon
From DIY Stomboxes:
"They are all pretty much the exact same pedal. Here are differences that matter:
The MXR uses germanium diodes, and the DOD uses silicon. Germanium have a lower clipping threshold than silicon. This will yield more audible clipping at any given gain setting, but it also means the output level is lower. So, if you want the sound of the pedal alone, germanium is better. If you want the pedal to have more output and drive the amp harder (i.e., the sound you prefer is a product of pedal + amp), then silicon is better. If you only want modest clipping and a hot output, then raise the threshold even higher by subbing a silicon+germanium in series for each Ge diode shown. "

Assuming this is what you saw, those are surface mount electrolytic capacitors.
The DOD 250 and Dist + have no transistors.

Derp. That was most likely what I noticed. The component in question kind of looks like an old-school germanium transistor from certain angles to n00bs like myself. My mistake.

Also, it's possible that it was a metal can version of the 741.

This was my initial thought as well

The Ross Distortion counts as an offshoot of the D+, right? If so, the BAT Quantum Mystic just rips.

They're basically the exact same except for the chip and a couple of minor details.

I have an AOR. Was looking at an EHX Black Finger and some kind of Dist+ circuit.
The new little phil tone does look super appealing.

Update: seller rejected my offer (I shaved 10% off of his asking price just to see if he'd bite) and I got a rejection (fair enough, if the reasoning was price, but turn off the option to take offers, dude).
However, he cited the reason for rejection as being that the cost of shipping would be too high
I pay the shipping, dickhead. You still get the money.
I just sent him a polite message asking what his actual reasoning is behind that, as I pay for shipping whether or not he accepts my offer and if he's simply unwilling to ship overseas.
In which case, again, turn the option off when you list the ad.
Facebook stalking revealed he's a total soyboy, so its probably one of you fuckers.
If so, I PAY FOR SHIPPING. GET IT?
DOESN"T MATTER HOW MUCH YOU MAKE ON THE PEDAL, THE SHIPPING COSTS ME THE SAME. OK?
GOOD.
