So I think any of the M#-series will do this using the Dynamic Delay model. You set the threshold pretty low, ducking and mix to taste. You kind of have to fiddle with the feedback knob to get it in the right spot depending on how you want the repeats, as they do fade some. In terms of time between repeats, there's basically endless possibilities since you can set them either by millisecond or by using tap. The M series has basically every tap divide option you can think of, so it shouldn't be a problem.

I think I'm going to try and find a TC Nova Repeater or Nova Delay on the cheap and see if that works.
If not, I'll probably wait and see if the Toneprint can edit the Flashback.

Behringer echo machine(line 6 echo park clone) has ducking and can be had for teh mad cheepz. I bought mine on eBay for like $30.

I was also going to suggest ducking delay,
but hold mode on a Boss DD, etc. might also do the trick, although require more coordination.

The multi tap mode on the EHX SMM Hazarai does something like this. I think you can find those for pretty cheap plus the looper is really fun.

Yea, this is ducking delay all the way.
Basically any unit that works - I'm partial to the Digi Time Bender as it's more responsive in a good way to playing/not playing than any of the other dynamic stuff I've used short of a real 2290 (and it's better in some other respects, and not 20+ years old and bitchy)

Expression control of the repeats can be pretty handy for what you are asking for too, panning from less repeats on the busier stuff to infinite repeats when you want it.

You're definitely looking for a ducking/dynamic delay
I have a Nova Delay which does exactly what you described pretty much, whenever you're playing the repeats are barely audible but then stop and they'll ramp up quickly and you'll hear repeats of what you just played, until you start playing again.
It's neat, stops things sounding muddy especially when you're playing fast or have the feedback up high
The Nova Repeater has the exact same mode and can be had relatively cheap too

the new empress tape delay does this with the tap switch
