Any 60's garage band. I love the clean sounds of those old recordings almost as much as reverb and fuzz.
And Sonny Sharrock, his clean playing is some of the most beautiful guitar I've ever heard.
And the guitarists from Television.

So many great ones already mentioned--here are a
couple few more:
Princer Nico Mbarga is one of many tremendous African gitflailers who live on clean:

Manuel Galban has been guilty of flogging up the trem and verb on his amp, but that's a nice clean tone he's pushing (his co-conspirator here is also a clean tone king (who stared down Old Nick) and shall remain unnamed for anti-TGP infiltration reasons):

I'm probably wrong on this, but Michael Karoli of Can, to my memory, is almost always clean. Just to be perverse, thios track is by Can's bassist Holger Czukay, and the guitat was sped up in post-production, but it's one of my favorite clean solos ever:
