Yeah, that's now I had it to begin with... I also tried just about every other way, and tried playing around with it while the pedal is on and engaged, and no signs of anything happening. It must be some component in the circuit that's dead right?

You should breadboard stuff before you build it (especially if it's a design from the internet, or your own circuit), because it's much less of a pain to debug that way. I don't ever include switches on the breadboard version, and sometimes I use a fixed resistor instead of pot if I don't need to test the range of that control. Hindsight is 20/20 or whatever, but I've built my share of non-functioning completed pedals, too.
I guess you were just building this vero layout without really getting into the schematic and breadboarding and all that, but why not do your own vero layout from schematic? That free program, DIY Layout Creator, makes it pretty easy. If you trust someone's layout and it doesn't work, you're up shit creek; you don't know whether you did something wrong, or the layout or circuit is wrong to begin with.
I guess you were just building this vero layout without really getting into the schematic and breadboarding and all that, but why not do your own vero layout from schematic? That particular layout is verified, and some people commented sharing their successes with it. As far as breadboarding goes, I really havent done anything on a breadboard beyond making an LED light up, and I honestly wouldn't know how to lay out a circuit like this on one. I mean to read up more on the theory of schematics, circuits, and layouts.. but everything that I have built in the past was either using a PCB or vero layout. Time to hit the books, I guess.
It says "F103K R" and "630MPP1" under that. I forget what value I found out that it is, I think 0.01 or something... but I basically made the board with components that I had laying around. I didn't have a 47pf so I just used that one. Probably the wrong decision now that I think about it.. I guess I thought maybe it would sound different in a cool way if I was lucky. I'll probably just order the exact parts that I need (I did it with a couple other caps on the switches) and re do the board. I'm trying to learn my way around doing things with experimenting but I'm also impatient and don't spend enough time reading up in depth about how the circuit is affected by different things. I'm kind of at the "I just want to build a pedal without trying and have it work right away!" stubborn place.

Experimenting is cool! Nothing wrong with that.
In this case, those caps are there to remove a bit of fizz from the sound. You should just remove those caps altogether (the ones in place of the 47p and 470p) until you get the appropriate values.
Reading schematics is easier than you think. If there are any symbols that are confusing you just ask here and we can help. But even if you don't breadboard your projects, I recommend you get a box with the switch and jacks already wired up and use it to make sure your circuit is working before you put it in its final box.
