Interesting project. DIY route will be best for the racks. Wonder if hiring the right local handy-person would do a good job based on your measurements per shelf. Walrus Audio Phoenix has 15 outlets. Cioks makes great stuff too. Power supplies are such a hefty and boring cost but so worth it too. Maybe load up on sales or shop used.
