Mawaru Penguindrum was directed by the same person that did Utena, Kunihiko Ikuhara.
Rozen Maiden's music is done by Shinkichi Mitsumune, who also did music for Utena (alongside Ikuhara and J.A Seazer.)

Rozen maiden just reminds me of Le portrait De la Petit Cosette, whose music is done by the great Yuki Kajiura. Yuki Kajiura is one of my favorite anime composers, except that all of the music she makes is for absolute shit to C tier anime, with the (huge) exception of Madoka. I know Cazadora de la Bruja was something she worked on, but I really only liked that because of the concept, as it was otherwise unmemorable.

Also, the best representation of Western music in anime has to go 100% to Beck, I wish the anime would have followed the Manga closely, it's my favorite.
