If the budget is $400 and you are happy to spend a chunk of it then this.
If you would rather save some dough I say DL4/DD20.

I love my maude. If you can eventually pair it with something that does reverse then that would be awesome. I have done that for ages, first with a DD7, then a DL4 and now a Timefactor.
Maude just morphs into ya shit so well but

DD-500 is there too. :idk: You can run up to 4 delays at once...well, It's actually two dual delays --but that's still a lot of fun! Or have both reverse AND slow attack delays, which create really confusing shifting pads under your playing. Pattern delay is also great if you want to have a confusing, non-linear delay, even if the custom pattern interface is a bit of a hassle. If you have a stereo set-up, the DD-500 explodes and becomes really awesome, as you can pan any of the dual settings as you wish. You can have two different patterns, each playing through a different amp. :snax:

Only downside is that you need to lay with it before getting some oscillation, but you did say you wanted clean delays.

I just picked up a timefactor et the weird prospects of the DD-500 are still so enticing.

It'd be a great choice for sure.

Thou shalt lay with pedals sayeth he.

DD500 sounds like a blast. Been hearing some good and weird about it. Yea, something I want to try someday...

Gigadelay was a dissapointment. But for 23 second delays I guess it can't be beat.

I don't know much about the shoegaze...but bellwether maybe? If I had to pick one washy delay, I would get a DD-5 with an LFO into the tap tempo...and maybe a DD-6, 7 or 3 or something to cascade it. Another option might be the AD4096 or a Ibanez DE7? I'd probably listen to everyone else before me though haha.

lay with pedals!

The Echo Degrader is really cool, and plays excellently wth other pedals - fuzz, verb, etc.

Something digital! From the 90s! Pairs well with adult drugs!

Any recommended 90's digital delays or just in general?

I think it's fun in general to explore and experiment with the gear those guys used back then. There was so much less boutique stuff, and people made amazing fucking records with shit that many people scoff at today (not so much ILF, but plenty elsewhere). Shit, look at Adam Franklin's board in recent years and it's still almost all Boss.

I'd definitely have a look at a Boss DD, and there's lots of rack gear from then that you can find now for pretty cheap. Of course if you ever see a Digitech Space Station, grab it if you've got the cash. Granted I'm not talking about delay only, but yep... lotsa fun to be had in that world.

I have the feeling that most of those records were recorded with high end racks like Lexicon, Eventide, 10K mics/pres and other obscure stuff I'm not aware of.

But give those guys some Boss peds and it will sound fucking awesome too.

It's probably best just to get the most sophisticated, versatile digital delay that you can afford. An Eventide or Strymon unit will have lots of options that are well suited to Shoegaze. As do cheaper pedals like the EHX SMMH and the Zoom CDR/MS100-BT. The SMMH is actually better than the offerings of the luxury brands for MBV style effects.
