The TC Electronic Nova Delay/Repeater have the option to do that or not.

I don't know shit about the inner workings of pedals, but it's my understanding that true-bypass makes trails impossible, presumably because the entire circuit is fully bypassed when the effect isn't engaged. Most modern delays have the option of being either true-bypass or using a buffer, though, so you have the option of having trails if you don't mind using a buffer. I use a Chase Bliss Tonal Recall, Line 6 DL4, and Strymon Timeline on my board, and all three are switchable.

I got the Crazy Tube Circuits Time, has switchable trails, which I keep on because it's one of the reasons I bought it. Also it sounds good and has a simple, horizontal interface. It's not super exciting (tape delay emulation) so I might switch it out later, but then I'm not so sure complex delays are for me either.

On the DIY side..I've added a footswitch that grounds the signal feeding the delay next to the bypass to simulate Trails without mucking with buffering outputs
