Ohh, damn. Good call. "And all that could have been" used to give me goosebumps. Not even the lyrics, but the song's overall arrangement.

There's a lot of overlap with my list of "favorite records based on production"
Off the top of my head..
Bitch Magnet - Star Booty
Slint - Spiderland
Both Joy Division albums
Nirvana - In Utero
North - Ruins
Boards Of Canada (just about anything they've done...but especially BoC Maxima)
Aphex Twin - Selected Ambient Works (Both vols 1 and 2) also I Care Because You Do, Melodies From Mars & the Analord box set
The first 6 Wu-Tang releases (Enter/Tical/Return/OB4CL/Liquid Swords/Ironman)
Mobb Deep - The Infamous
Cannibal Ox - The Cold Vein
Slick Rick - The Great Adventures of Slick Rick
MF Doom/Viktor Vaughn - The VaudeVille Villain
Cypress Hill - Black Sunday
A Tribe Called Quest - The Low End Theory
NAS - Illmatic
Black Moon - Enta Da Stage
Smif N Wessun - Dah Shinin'
DJ Shadow - Endtroducing
And Bedhead's entire catalog...all make for good listening on rainy days, whether home or commuting w/headphones.
But Jeru The Damaja - Come Clean...requires blasting out of a bassy speakerbox

I actually have a "favourite rain album". To me it's one of the most unrecognized and forgotten albums by a swedish band. They had a little bit of hype but eventually never really blew up, which is cool in one way, cause their music wasn't hyped to death, but sad in a way, cause I really thing it's some of the best music I've heard come out of Sweden in a long time. The album is called "Arches" by the group Sonjagon. People have called them a mix of Radiohead and Sonic Youth, but since I don't listen to Sonic Youth I can't say if thats true or not. Sadly they've gone on hiatus (again!) but it's still my favourite rainy day album, great stuff!
