I've been on the lookout for pretty much the same type of delay pedal myself, but Im gonna have to pospone it due to my recent shopping spree.
Ever consider the Ibanez ES-2? Looks like it meets most, if not all, the requirements, and its dirt cheap compared to something like a ilfdd. Which is obviously way awesome and and all, its just a tad over my budget.
I'd also love to find a good deal for an empress tape delay. I used to have a vmsd, but it was serious overkill for me, in every way. Not to mension its a huge pita to use, just a nightmare for someone who just wants to plug and play. But the tape delay mode was to die for
Tbh though, I bought a cheap DL-8 on ebay, as my compact do-it-all digital delay/looper. And as much as Id want a second delay source, the hardwire's analog mode isnt half bad, and none of the other modes sound awefull either. For the money its just an amazing piece of kit impo, I highly recommend trying it.

I changed my mind. Get a used Echorec by Catalinbread. I got mine today, and it takes fuzz oh so well! The tone knob is excellent, as if goes from a void of darkness to glassy bright. Up to 1000ms. Washy/dreamy delays? check! Trails? Yes (internal switch)! Self oscillation? LIKE A BAWS!
I'm in love with this pedal. Makes me play so much stuff I normally wouldn't.

The Echorec is indeed the best delay on the market.

i would be remiss if i didn't recommend the disaster transport. meets all your requirements (except that it's just a hair over $200 new, but you can find one used) it has really good sounding and tweakable foot switchable modulation and self oscillates. it sounds so good. analog voiced, does killer with heavy dirt, and has a tone knob which is awesome, so if you want kind of dark it'll definitely get you there.
for the record, i went to the store all prepared to buy an el capistan. i played it side by side with the DT, and it just blew the el cap away sonically for me. there was no question which i was going home with when i played them both. the cost didn't even figure into it, although it was nice to save some bucks and fall in love with the cheaper pedal. i really was trying to convince myself to like the el cap better, cause that's what i went to buy and i liked the features, but it just wasn't happening.
