Whammy or any pitch shifter set to 5ths or octaves. Suddenly your plain old parts become a wall of sound.

Got both on my gig board - GR pre dirt, Radio post dirt.
I know I've been pimping the Radio in a lot of threads, but it is just so much better than you would think it is. I've got an Ibanez LF-7 lofi thinger, which is essentially the same, and it's a fun pedal but feels a bit like a one trick pony for that one section in your set where you want lofi radio sounds. But the Radio Deluxe does that if you want but also heaps of other stuff, and it just sounds so... chimey. In a good way. If I had any substantial amount of time to myself I'd demo it, but that'll have to wait for a while.

Can all those Radio and lofi type effects be accomplished with something like the Empress parametric eq?

I would think so. The paraEQ is pretty powerful. It certainly adds versatility to any dirt.

Not really.
I've owned the Empress, and while it is a nice & powerful parametric, it's always very hi-fi sounding. There are other parametric EQs which are more lo-fi sounding, but I think, in general, parametric EQs are not the best way to achieve lo-finess. I think filters are better for that.

Slow phasers are really cool before dirt without sounding like a phaser. As you hit the resonant spots in the sweep, the dirt reacts differently, thinner, thicker, pseudo octave up, other cool stuff.
