Isn't this what the Montreal Assembly Probability of a Fax Machine does on less extreme settings? Of course he's not making them right now so I'm no help at all.

Check out the some of the alesis modfx line, particularly those with the uncertainty mode - flange and phase iirc.
And doesn't the 8-step have a randomized option? Hook that up to the expression controllable modulator of your choice and go forth.

Exactly what I was thinking. Maybe you'll find one in the BST. Basically you described the Probability of a Fax Machine, so it could be exactly what you are looking for. Here's a description and some demos:

I should clarify a bit that the "random" part that I want would be WHEN the pitch dips, not how far. I want the dips to be controlled, you know like just half-steps or less probably, to sort of simulate a whammy bar or the Whammy pedal, and then their occurrence to be random, instead of in a straight pattern. So I don't want a whole bunch of random noises, per se, just for it to randomly dip.
I think what we're finding here is that there is nothing that can do that.
Forgive me, but the Z.Vex Instant Lo-Fi Junky gets rreeaalll close, but there is nothing random about it. It has a switch for triangle, curved, and square patterns, but if it ooooonly just went a little further and introduced a random thing.
BUT a lot of these pedals look really neat, especially that SS/BS delay.

The vessels end only does random waveform. I found the random feature on it to be kind of hard to play with and not very interesting. But it isn't how far it bends, but HOW it bends I suppose haha.
I find most things with random functions to be somewhat uninspiring and not very fun but to each their own.

Warped Vinyl may be in the ballpark with right dipswitch settings. Write Joel at Chase Bliss and he should be able to tell you if it can do what you need.

I don't think either of these will work. You need to add some randomness into whatever is generating the pitch change. First you need an LFO to modulate the pitch, then you need something to modulate when the LFO modulates the pitch. I don't know of any pedal that does this, but it would be awesome if there was one.
