The beautiful thing is that there are many ILF builders that cater to this particular brand of crazy (ie the best kind). My first instinct was to suggest the Gnomeratron VTF, but that may exceed your price tag. I think that any of the previous suggestions would do the trick as well.

i was going to suggest the gnomeratron VTF as well. it has a lot of options and versatility....sounds awesome plus its got the power of gnomes on your side.

I had a Synth Mangler. I probably should have kept it, but I traded it for a KP3, which I figured was more valuable to me, since I DJ a bit and stuff.
I should probably look more into McSpunkle. His stuff makes my head spin, though.
Does 4545 really not do octave up? I though it did.
I know NMfx is planning something like this for next year, so I'll check it out then.
Hmm.. wot is super puzzle... I'll go read about it.

Did You have a Mangler, ever tried the Bit Mangler? Yeah I know, a tad higher price but a used one perhaps? Or perhaps You'd like the Phantom Arcade? It should do it all.
a used Dream Mangler would be

Don't fear the Gnomes! The VTF may be a bit daunting at first, but once you play around a little, you get the hang of it, and it can be as crazy or as tame as you want. Plus there are the Minis - way fewer knobs to worry about, and they come in a bunch of different circuit "flavors." You should drop him a line to see if he's got a mini specifically for oscillatey-octavey goodness.

Your OP made it sound like you were describing a shiva. It feels like the flip side of the Ab-synth coin; the fuzz itself is way weirder and splattier, but the oscillation's more... I think ephemeral might be a good word?
I can't remember what ephemeral means but it sounds appropriate in my head.

I'm inclined to agree... now to get Ben to let me have Tom build an enclosure for one.
