Yeah, that thing you are taking about is a retainer to keep the tubes in place.
If you don't change the power tubes there is no need to bias/rebias your amp.
Biasing doesn't really affect the preamp tubes, it regulates the voltage going to the power tubes.

WELP... the thing that was fucking up the whole amp was a faulty phase inverter. So the tubes themselves weren't blown, but they weren't working properly due to that thing I just said. One of my preamp tubes was microphonic, so that was replaced with a good one and that was moved to the "front", which I guess is what you're supposed to do with your "best" preamp tube. One of the power tubes was replaced with one that matched the bias better... trying to remember the numbers... it was 28 and 34, and the new one is a 30 to match the 28.

Everything else is A-OK. Thanks for all the damn tips!
