and will that perfboard fit inside the regular 'b' sized enclosure? real estate is at a premium these days...

make sure you know what side is negative on the polarized caps. and make sure the 0.01uf cap is not polarized. thats exactly the schematic I would use. you can also use other NPN if they are available. 2n5088 or 2n3904 are also good.

I think you had it right on the order page. the pots can be 16mm to save money. I've never tried to fit 2 24mm pots in a 1590b so I cant say if it will fit.

the 1kb pot is a linear pot.

not entirely sure what this means:

thats a 1kb pot with pin 1 to ground, pin 2 to the electrolytic cap, pin 3 goes to the 100k resistor and also the buttom of your transistor Q2. remember the negative stripe on the cap goes to ground.
