He's talking about a secret PLL-alike somebody is building.
It replicates the rats nest wiring of the original without all the useless fuzz/laser beam sounds, resulting in pure unadulterated tonesuck and uncontrollable feedback.
The finished pcb is then dunked in jet fuel to protect it from electostatic discharge, and is also secured to the enclosure by a highly flammable epoxy that will most likely burn down your house/apartment if (or should I say when) a short occurs.

Plus, you're just making it sound like it's going to be even more expensive than it should. haha.

PLL: I agree, the PLL is in a class of its own. I had the good fortune to play one once years ago and it was really as good as it seems. Totally crazy stuff. Lots and lots and lots of sounds. It's on my unobtainium list too.
Harmony Synth: The thing that intrigues me about the Harmony Synth is that it just seems super usable. Like you could reliably get predictable sounds out of it. The controls seem well designed and the interface is really nice. The sounds in the demos are all killer too, which doesn't hurt anything. It seems like it would just be really fun to play.
Mini Ark: I agree, the sound is a little bit wanting in and of itself. It sounds a little bit too digital to me. And I own one! C'est la vie though. With some tape echo and a little chorus after it, it sounds pretty sweet. That being said, the controls for selecting and blending the octave and interval and dry signal give you tons and tons of flexibility. One thing about the Mini Ark kills though - CONTROL VOLTAGE. The CV outs on this thing are great. It pitches VCO's very reliably, and also seems to gate VCA's really well. I was using mine to control a Metasonix TM-1 (CV ring mod of sorts) and it was super super super good. So the Mini Ark sort of gives you a control interface for playing synths with your guitar. And that is pretty cool. The Infinite hold thing is great too.

Just got mine today from Stop Referencing.....I am hoping to use it to trigger my DSI Evolver. Does not have CV but has midi in so I figure I can use a cv to midi adapter box.

Do those Doepfer boxes go both ways? MIDI -> CV / CV -> MIDI?

That is a good question. I guess I would need CV to Midi for what I want to do.

Of course I had to ask Kenneth to add CV controls to the Harmony Synth. He said it would be too much work to do so though.

Nope, didn't even get the invoice yet. I'm pretty excited about this guy. After a year of ILF and self-induced permanent GAS for stuff I am nearing a point where I can relax a little and start to spend money on clothing and food again.
