I dunno why no one has suggested this yet.
But based on the characteristics of a pedal board you listed, you should check out Bedroom Boards.

I know Ryan(Dr. Scientist) uses one, and those pedal boards just look frickin SICK!

I use a stagemaster pedal board. It's hands down absolutely perfect. It's got a wooden case, pained black with strong metal hinges and what not, and my friends that have them that are in bands that tour say they've flown with them with no problems. The pedals don't need velcro and sit firm w/o it, and the lid flips off. I posted a pic of mine in the meda board thread, but it's pretty blurry - I found this one from googling. I paid 180 for mine I believe, and it's great. Can't endorse this enough, so easy, so convenient. I have one that's..... oh I forget the dimensions but with 20 pedals you'd want a bigger one.......

They don't really have a website but you could email http://www.long-mcquade.com/ if you were interested, I bought mine very recently.
