wow, that Rogue Squadron pedal looks fantastic.
to answer the OP, the Boss SYB-3 can do this. If you put an octave up effect after it, it can do it even better. It isn't as thick the WTF and it doesn't sustain into madness like the Rogue Squadron, but it's a great solution if you just want the ray gun sound for a particular song or an intro or something of that sort, because it does a load of other crazy sounds too.
