Pretty damn sure it is. A lot of anecdotes and my own sealed “open box” Rubberneck experience match up.

Digitech CabDryVr is the Stupid Deal of the Day at MF. ($69.99)

It's probably user error, but mine sounds really dull. I have no idea what I'm doing, though. My Tech21 SansAmp sounds a lot better, with no effort, but it's not stereo like the Cab DryVr. YMMV.

In the case of Prymaxe/ProAudioStar, I'd say intentional downgrading to cheat MAP happens often. However, if you look at some shops, they buy huge batches of factory seconds all at once (refurbished/trade show models/miscellaneous minor cosmetic issues). It's not logistically feasible to inspect and distinguish them all individually, so many get bundled together, despite never being previously owned.

In this case, it may just be part of the massive push by Harman to unload all their remaining DOD/Digitech stuff. In that listing, for example, the shop has already sold 170+, which means many of them were probably flawless/uncirculated.
