That's a lot of money to have to return for a one-man operation, it makes perfect sense that he wouldn't be able to.

The idea of "too expensive to refund" is sort of like "too big to fail". My opinion is that if you can TAKE the money, you should be able to RETURN the money. I've run a small business, and my view is that if you don't have money set aside for things like refunds and "general unexpected bullshit", you're out of your mind. You need a buffer to keep things running smooth; a 100% dollar-in / dollar-out operating budget is dangerous to the business.

Exactly! And in this case the issue was that that policy was not communicated until after the fact, and when it was communicated, it was not done well...

I do think issues like this are the most valuable part of internet forums: you get to find out what quirks builders have and their approach to business, and then you can make the decision whether or not it's worth it to deal with them.
