Honestly, Metropolis is one of the best sequencers on the market IMO. It has depth but also immediacy, which I have yet to find in another sequencer.
For HP efficiency, I have to recommend the Monome Ansible + Grid. It's expensive as fuck (mainly because of the controller), but it's only 6hp; you get 4 tracks of cv/gate sequencing, multiple programs to sequence with, etc... The Grid controller is a dream, too. Very well built and intuitive with a ton of depth, but does have a learning curve.
You could also go Qu-Bit Octone and get similar functionality (quantized or unquantized outs, racheting, scales, etc.) and you can even link 2 Octones together. I haven't used this personally, but it looks great (especially with 2 together). They're 10hp each.
