I know a few people who work(ed) for the DOI and EPA and they will not stop badgering me for references/applicants for the swath of open positions that have been vacant since 2016. And then there's all the "new" positions that have opened up since President Shitforbrains took office and everyone quit or was laid off due to budget cuts. So it's no surprise to me that a CITES cert took so long - there's nobody there to certify the sample!
