Monarch EQ

Hey guys!

Quick question regarding the Monarch overdrive. It says in the pedal description :

The treble and bass controls function as frequency boosters, not the traditional roll off filters in most overdrives. They are located in the preamp section and have a large impact on the over all tone, nature and distortion characteristics.

Does it mean the "flattest" or "most neutral" EQ in with both bass and treble knobs at minimum (i.e. 7 o'clock)?
Or is this neutral point at noon, which would mean the knobs can boost as well as cut frequencies?

Or do I have it completely wrong?

Thanks!
